Yes I am getting *a ton* of packt resets over Earthlink to gootube and
other streaimg sites since December. And just last night I started
noticing it on the web radio stations I play as well. And how do I know
they are reset packets (RST's)?

I did this on the linux gateway while trying to play youtube videos.

I don't do much torrenting so not sure of they resetting those but I can
try some this weekend and see.
