Oh I think movement can be much more restrictive than a hurricane. I
remember a blizzard in NYC when I was young and the snow was higher than
I was, it took 3 or 4 days to get a plow to drive through our street
(burying our car for another 3-4 days), businesses were actually digging
snow out through to the side streets so customers could walk to their
stores (the ones that were open, which were pretty much the ones that
lived above their stores), and IIRC it took my mom and I about 1.5 hours
to get to a grocery store and back 5 blocks away for some of the basics,
which they were mostly out of.
Oh yeah and I had to walk uphill in both directions in sleeting rain to
get to school too ;). OK JK school was not an option for 3-4 days too.
Geez i'm getting all nostalgic. I sorta miss the business owners that
lived above their stores, that only exists in modern day format at some
u-stor-it places.
