I think it's just "feel good" politics that someone can go home to his constituents and say, "see what I did? I submitted this bill just for you because I'm looking out for you...." and then everyone can nod their heads as they blindly approach the voting booth to put him back in office because he submitted a bill!  :)

I don't think it's going to go anywhere.  It's been shoved into the
Rules Committee, which has a massive backlog and no hearings
scheduled.  Hopefully it's dead at this point.
